To buy a car, a non-resident (tourist) only needs a passport and a visa. However, to register the vehicle with the RTA (Roads and Transport Authority) and obtain local license plates, you must have an Emirates ID and a UAE resident visa. An alternative is buying a car for export with transit plates.
There is no annual road tax in the UAE. The only tax you pay when buying a new car from a dealership is a VAT of 5%. Annual expenses only include registration renewal (around 350-400 AED) and mandatory vehicle inspection.
The policy cost depends on the type of insurance and the driver’s experience. On average, comprehensive insurance ranges from 2% to 3.5% of the estimated value of the car per year. Basic third-party insurance will cost around 700-1500 AED.
Checking and paying fines (including AI radar fines) is done online via the official Dubai Police app or the RTA Dubai website. You will need your license plate number or traffic file number (T.C. No) to check. Fines must be paid before the annual vehicle registration renewal.
Tourists can rent and drive a car using an International Driving Permit (IDP). However, once you become a resident (obtain an Emirates ID), you are required to get a local UAE driving license. Direct conversion of driving licenses is now available for citizens of several CIS countries, while others must pass exams at a driving school.
Salik is the electronic toll road system in Dubai. Instead of toll booths, gates are installed on highways that read an RFID tag (sticker) attached to the windshield. The cost of one passage under the gate is 4 AED. The sticker balance must be regularly topped up online.
Given the hot climate, window tinting is popular but strictly regulated. The maximum allowed tinting level for private cars is 50%. This applies to side and rear windows. Tinting the front windshield is prohibited (except for transparent heat-rejection film).
The process is streamlined: you buy a car, then deregister it with the RTA. You are issued an Export Certificate and blue transit plates. After that, a transport company ships the car by Ro-Ro ferry or in a sea container. The paperwork process in Dubai takes no more than 1-2 days.
Most municipal street parking is paid from 08:00 to 22:00 (free on Sundays and public holidays). You can pay with coins at the parking meter, by sending an SMS, using a NOL transport card, or via the official RTA app. Parking at shopping malls is usually free for the first 3-4 hours.
In a minor collision without injuries, it is strictly forbidden to block traffic: take photos and move the cars to the shoulder or a parking lot. Then, report the incident online via the Dubai Police app («Minor Accident» option). Please note: no service center has the right to repair the car’s body without an official police report.
